Section 1861(kkk)(7)(B)(ii) requires REHs to submit quality measure data to the Secretary in a form and manner, and at a time, specified by the Secretary. The Act does not require the Secretary to provide incentives for submitting this data under the REHQR Program, nor does it require the Secretary to impose penalties for failing to comply with this requirement under the REHQR Program
